executive meetings are every thursday at noon in the students’ union office ( room 237 in the north building). all students are welcome to attend the meetings. if you have an item for the agenda, write it on the list posted on the door of the student union office and it will be scheduled for the next meeting. if you have a request for funding for a project, club, organi- sation, campaign, publication or event, please come with a written proposal, and if possible, put a copy in the students’ union mailbox before the meeting for a speedy response. income contingent loan repayment scheme (icirs) milton friedman is not a friend of students. this right wing economist devised a plan back in 1955 to fit the ‘necessary evil’ of post-secondary education into his capitalist agenda, by financing education through a ‘user pay’ model, disguised as a student assistance plan. in friedman’s scheme, the govern- ment will kindly loan you a high interest loan to attend school. then, will allow you to pay it back based on your yearly income level. this sounds good at first glance, but further analysis shows that this plan is actually about financing post-secondary education, and not about a student assistance at all. the basic idea is to offer incredibly large loans to anyone who wants to attend school, while maintaining tuition fees at 100% of the cost of education, (presently, our tuition fees pay up to about 20% of the cost of our education). fewer of us will choose the option of post-secondary education if it means graduating with a $40,000 dollar debtload. the federal government seems to think that this is a good idea however, and are proposing a complete elimination of federal funding for post-secondary education, with income contingent loans as the new funding option. read on for further details... social security review the federal government just released a paper which proposes a review of the entire social security system in canada. they are going to be consulting with “average canadians” about their proposal, which includes several issues relating to post-sec- ondary education. the first proposal is to eliminate the cash that the federal government trans- fers to the provinces for funding post-secondary education, from the present level of 2.6 billion dollars to zero within a few years. this means that your tuition fees are going to make up the shortfall. watch for a 100% increase in tuition next year if this proposal is implemented. to lighten the load the federal government is proposing that you can have a high interest loan to pay for your portion of the burden for funding post-secondary education. then, you can pay it back on an income contingent basis, as explained above. the basic underlying assumption of the federal government is that students should pay for their education. we already pay for our post-secondary education, however, through the progressive taxation system, which is the only way to recapture the cost of post-secondary education in a progressive way. regressive changes, like user pay systems, in which everyone pays the same flat rate are unfair and severely limit access for those who don’t come from a privileged economic back- ground. the students’ union is involved in a provincially and nationally coordinated campaign to oppose these cuts, and needs your help to stop the federal governments’ agenda.
