by The New Congress Dutton Several members of the United Congress were involved in the study of language. Designed languages including: Esperanto, Panalingua, SI, and Glossa were studied and/or developed through various United Congress structures. The United Congress first became aware of Dutton Speedwords in Calgary Alberta, when a member stumbled upon three copies of a curious book in an antiquarian book store. The book was published in 1951 by the English Universities Press L.T.D. in London England, it was titled "Teach Yourself Dutton Speedwords" by Reginald J. G. Dutton. The book described "speedwords" as a form of shorthand, and also mentioned that it was a language with useful international applications. Dutton Speedwords were first designed as an international language intended to unite the world under a common form of communication @)24 C Thorough research and investigation of the language yielded nothing. There were no records of the language or the inventor. With very few options and no leads, an influential member of the United Congress, made an important discovery when he flipped through an English phone book and called the first "Dutton" listed. By chance, the man he called was a distant relative of Reginald Dutton; within moments The United Congress was given Dutton's daughters name and phone number. Through correspondence between The United Congress and Reginald Dutton's aged and ailing daughter Elizabeth, it was learned that Dutton Speedwords were first designed in the 1920's as an international language intended to unite the world under a common form of communication. Dutton's dream never came to fruition; he passed away, his language hav- ing achieved only moderate success and recognition as a form of short- hand. It was also learned that Dutton language books were extremely rare because they had been almost exclusively home published in English. The United Congress acquired an original copy of the Dutton Speedwords dictionary and established the "Kanad Dutton Gede" to accommodate thorough Dutton studies. Shortly after, the division of the United Congress gave way to the forma- tion of the New Congress. One of the first tasks of The New Congress Delegation was to establish the Dutton Study Society (L Dutton Stur Sokt). The society intended to continue the work of the Kanad Dutton Gede. In that vein, Dutton was chosen as the official New Congress second lan- guage. The Dutton Study Society began a thorough study of the language, including the development of study and learning texts. Dutton was incor- porated into all areas of the New Congress and was used on official doc- umentation, texts, posters, and artwork. The Dutton Study Society's momentum began to wain early in 1997. A year later, the society was shelved. Official usage of Dutton was discon- tinued with the establishment of The Ministry of Teutonic Studies (Das Ministerium f,r Deutsche Studien) and the adoption of German as the offi- cial New Congress second language. The Dutton Study Society revived in the spring of 1999 but on a smaller scale. The society has a small core group of interested Assembly members. Their most recent project is the completion of the very first Dutton short video, Tomorrow it's my turn, made in co-operation with the New Congress film and video company "ich bin purple". As a tribute to the brilliance of Reginald Dutton, The New Congress named the first New Congressional Art Gallery, "The Reginald J.G. Dutton Memorial Gallery". Dutton's dream of “advancing international under- standing" can be appreciated, as can his dedication to the development of an advanced system of verbal communication.
