Most of you who asked for funding got it; too bad more of you didn’t ask. The Drawing Sessions went O.K., more folks enjoyed the dances than didn’t, and all the T- shirts sold out. For the first time in a decade of College submission to the Government, we have received a positive response. This summer, a special committee will be set up to review the possibility of degree granting status for the College. In preparation for the committee’s discussion, a feasibility report is currently being written by a consultant who has been hired by the Ministry. The terms of this report will include an analysis of the impact on other degree granting programs in the lower mainland, impact on community colleges, impact on the labour market, costs, and whether. or not the degree should be offered independently or through an affiliation with another university. The report will be completed by the end of this month and, by the summer’s end, I will know whether or not a positive recommendation will be going forward to the Ministry for further consideration by the appropriate Cabinet and legislative committees. There are, of course, many issues and details about any degree we might offer which would still need to be clarified. But at the moment, however, | am gratified that the College’s long-held aspirations are being seriously considered and responded to in a reasonable fashion. It is definitely good news on which to end the year and I’ll know more by the time you return in September. New Government Policy for Foreign Students Against our arguments and those of other colleges, the government seems set to force institutions to raise their fees to foreign students by the simple expedient of ceasing to recognize foreign student registration in calculating the College’s funding grant. This will force the institution to be the “bad guy” by raising fees substantially or subsidizing foreign student registration from the remaining grant money. Because the policy is still in draft form—although likely to be implemented—we have no final work nor have we taken a final position on what student fees should be for those students from out of country. We are continuing to put the case forward that our institutional needs are unique and that the presence of foreign student at our institution provide an essential complement to the student body that is primarily from Canada. We have currently 26 foreign students, less that 5% of our student body, who are from countries literally around the world and we are very proud of their special contribution to Emily Carr College. We are naturally hoping to minimize the impact on currently registered students in the years they have remaining before graduation even if the Fees for new foreign students may need to be raised more dramatically. | believe | will be in a better position within the next few weeks to know more clearly whether or not special exceptions will be made for the College. In the meantime the Director of Student Services will keep in touch with each visa student. | plan to have a recommendation to make to the Board at its May meeting. New Design Programs for the Fall Although the Government has surprised the colleges and institutes with a meagre increase to the system—less that 1% for 1988/89—some new programs will be funded, including the College’s proposals for an Industrial Design and an Electronic Communication Design major. The majors themselves will come on stream in full force in the fall of 1989, but this coming September will see the institution of a new, integrated second year for design students which will form the foundation for specialization in years three and four in Graphic Design, Industrial Design or Electronic Communication Design. The new funding will provide for an additional 40 students, bringing the total to 110 FTEs in the design program when we are up and running. These additional funds will be used to provide the salaries and support costs for the new programs. Congratulations are in order to Ken Hughes, the Director of Design, and the design faculty who have worked so hard in both preparing the proposal and in developing the courses themselves. | hope you all have a great summer.
