October 1996 / Planet of the Arts 3 aw Proposal Adopted By by Ling Chiu By a margin of more than 3:1, people attending the annual general meeting of the Students’ Union voted to change the S.U. bylaws. The meeting was held on September 27th and lasted for approximately three and a half hours. A new bylaw section was added with the caption “Conduct of the executive committee towards student groups at the Institute.” The bylaw change reached the meeting on the basis of a 169- signature petition. Harald Gravelsins presented the motion to adopt the change on behalf of the petition organizers. The new section is part of the S.U. bylaws that describe the duties and responsibilities of the S.U. executive committee. The wording of the bylaw section is as follows: The executive committee shall conduct itself in relation to student groups at the Emily Carr Institute of Art and Design in a manner that fosters the autonomous operation and sound financing of these groups, except in cases of a breach of the law. Student groups making use of Students’ Union funds accept the responsibility of providing sufficient information on the expediture of these funds at reasonable intervals to the executive committee. The scope of this bylaw includes but is not restricted to the following ECIAD student groups: the Grad Show committee, the First Year Show committee, the Planet of the Arts newspaper, the Part-Time Students Working Group, the Choir, the Handbook Group, Maligned Media Night, Radio Free Emily, the Lounge Working Group, the Qi- Gong Group, the Life Drawing Group, and the Movie Night Group. The meeting also adopted the budget that appears at right. Students at the AGM were informed that a second computer will be purchased for the S.U. office. In addition, our 95-96 CFS fee has been fully paid.
