THE BUDGET PROCESS coordinated by the SU’s Financial Affairs Coordinator, starting in April. administrative expenditures are re- viewed for possible waste. working group expenditures are reviewed in relation to participation lev- els. ’ curriculum and _ social constituency expenditures are reviewed in relation to activism/apathy within specific con- stituencies. the SU budget committee meets at least two weeks before the SU’s AGM (annual general meeting) to pull together and reconcile information about past expen- ditures and proposed future spending. the SU executive committee reviews the budget ahead of the AGM, makes any last minute changes (in consultation with affected groups and individuals) and then gives the budget its stamp of approval. the AGM, which has higher authority than the executive, ratifies the budget. RESULT OF BUDGET RATIFICATION AT THE. AGM legitimate expenditures that are within the dollar limits of each budget category carry the implicit approval of the whole student body via the authority of the AGM. expenditures that exceed specified bud- get limits require approval of the SU executive. SPENDING RESPONSIBILITIES OF SPECIFIC REPS individual SU executive members have lead responsibility in consulting their constituencies to decide how to spend the following amounts, as ratified by the AGM: Cont. Ed Division Reps $ 800 Design Division Reps 900 Foundation Reps 400 Media Division Reps 1,200 Studio Division Reps 600 Social Constituency Reps. 1,000 @ these amounts can be pooled for joint projects. CONFLICT OF INTEREST SU executive members are duty bound (per By-law VII) to avoid using the power of their office to gain personal benefit. authority higher than the executive via an Institute-wide referendum was used to decide whether the personal benefit of $100 per month of service rendered should be given to the two Social Constituency Reps in consideration of their unique organizing work. (The pro- posal was accepted.) Enforcement of the Conflict of Interest provision is available for students at large through the impeachment pro- ceedings described in By-law X. ITEMS NOT SHOWN ON THE RATIFIED BUDGET approximately $7,000 of accumulated surplus funds is available for emergen- cies or special projects. approximately $14,000 of funds is col- lected annually from Emily Carr stu- dents to be members of the Canadian Federation of Students. in 2000 «continued from page 43 ...My suggestion for Year 2000 is to take up the deputy minister’s recent sugges- tion that Emily Carr host a Cultural Summit on the future of the Arts in BC and in Canada. The goal would be to bring in people from a variety of con- stituencies to discuss and come up with new ways of developing and supporting the arts... —Ron Burnett, President Emily Carr Institute of Art and Design —Denise Cordrey, Assistant Registrar’s Office ..While I agree From LR: Art Perry, Rick Williams, Landon MacKenzie, Jan e Stanier, Paul Hess, Tam Irving, Bill Featherston, Marian Penner-Bancroft, Jan-Marie Martell, Steve Nelson, Deborah Koenker, lan Mcintosh, Jim Breukelman, Ken Wallace. somewhat with Paul regarding the myth and hype surrounding the millenni- um, I feel that the important point about year 2000 here is that it is also our 75th anniversary. I see it as a time to link our past and future. Working with our Alumni (from as far back as we can) we should stage shows, and ‘hands-on’ events throughout the city and province.and inform the public of our accomplishments and goals and help them ‘see’ the people behind the art and design that they don’t even realize is a large part of their daily lives... ... The “ECIAD Archives Project” will update the Institute’s photographic archives and create an exhibition of 75 images (one for each year, from our beginning as the School of Decorative and Applied Arts, to 2000. An exhibition of alumni work, two from each decade, will be featured in a “street window “ exhibition. Various collaborations with public and private galleries, local, national and international media will focus on student activities and the people associ- ated with Emily Carr Institute over 75 years. I will work to involve a wide range of participants in order to heighten greater awareness of the Institute and the importance of art, design and craft.
